BACKGROUND The Islamic republic of Pakistan emerged as an independent Muslim sovereign state on August 14, 1947. It comprises of four provinces: Punjab, Sindh, North West Frontier province (NWFP), and Balushistan, as well as Federal Territory, Federally Administered Tribal areas (FATA) and Northern Areas (FANA). The 1998 census put the population of Pakistan at 130-580 million. The rural population of the country was 67.5% (Government of Pakistan, 1998b, p. 3).
